Understanding Infrastructure listed in some versions. Understanding the infrastructure according to the American Public Works Association (Stone, 1974 In Kodoatie,R.J., 2005), the physical facilities are developed or required by public agencies for the functions of Government in the provision of water, electricity, waste disposal, transport, and similar services to facilitate social objectives and the economy. So infrastructure is a physical system that is needed to meet the basic human needs in the social and economic sphere.

Technically, the infrastructure has a meaning and definition of own physical assets is designed in the system so that it provides an important public service.

System Infrastructure

System infrastructure is defined as the basic structures, facilities or equipment, the installation was constructed and is needed for the proper functioning of the system of the social and economic system of society (Grigg, 2000 in Kodoatie, R.J., 2005). System infrastructure is a major supporter of social systems and economic systems in the life of the community.

Here, infrastructure plays an important role as a mediator between the economic and social system in the order of human life and the environment. That condition so that harmonization of life preserved in the sense does not lack infrastructure (impact on humans), but also not redundant power supported without taking into account the natural environment as it will damage the nature and ultimately impact also to humans and other living beings.

In this case, the natural environment is a supporter of the system infrastructure, and economic systems are supported by a system of infrastructure, social systems as objects and targets supported by the economic system. The analogy is like the picture below:

Grouping of system infrastructure can be distinguished into (Grigg, 2000 in Kodoatie, R.J., 2005):

• Group communication
• Group transportation (road, rail)
• The Group of buildings
• Ministry of transportation Group (terminal station, the airport, port, etc.)

Components within the infrastructure according to the APWA (American Public Works Association) are:

• Water supply system: reservoirs, water storage, transmission and distribution, water treatment facilities (water treatment)
• Waste water management systems: the collecting, processing, disposal, recycling
• Solid waste management facilities
• Flood control facilities, drainage, and irrigation
• Air traffic and navigation facilities
• Facilities of transport: road, rail, airports (including signs and traffic control facilities
• Public transit systems
• Electrical system: production and distribution
• Natural gas facilities
• Public buildings: schools, hospitals
• Public housing facilities
• Garden City as the area of respawning, the play area including a stadium

Judging by the input-output for the residents, these components can be grouped into three characteristics, namely:

Components that provide input to the population. The type of infrastructure that are included in this category are electric and drinking water infrastructure

A component that takes the output from the population. Types of infrastructure are included in this group are the infrastructure of drainage/flood control, disposal of dirty water/sanitation, and garbage disposal.

Components that can be used to provide input or retrieve the output. Types of infrastructure are included in this group include infrastructure of roads and telephones.
